Change what's being distributed. Means-tested transfers manufacture exactly the dynamic you're describing—Y's claim is parasitic on X's possession, and the only way Y gets paid is by establishing diminishment. Universal provision cuts the axis. Healthcare, education, childcare, transit as commons, not as transfers. Nobody's claim sits on anyone else's ledger. The Nordic model is built on this: high taxes, high productivity, universal benefits. The political form is "we all get the floor," not "we take from them and give to you." Means-testing is the social-democratic original sin precisely because it produces the grievance form.
